Business Systems Administrator

The Iowa Finance Authority (IFA) and Iowa Economic Development Authority (IEDA) are seeking a Business Systems Administrator (Management Analyst 3) to support and enhance the agency's Enterprise Management System (EMS) and related business applications. This role is ideal for a relationship-driven professional who excels at understanding business processes, translating needs into clear IT system and software requirements, and aligning stakeholders around practical, effective solutions.

This position plays a critical role in bridging IEDA|IFA business operations with the Iowa Department of Management’s Division of Information Technology (DOM DoIT), ensuring technology solutions support operational workflows and long-term agency goals.

About this Opportunity

The Business Systems Administrator position ensures IEDA and IFA systems effectively support programs that strengthen Iowa’s communities and economy. This position serves as a key partner between systems users, technical teams, and vendors to support system operations, improve workflows, maintain data integrity, and drive continuous improvement across the organization.

Key Responsibilities

  • Support day-to-day operations, maintenance, and upkeep of EMS and related agency systems. 
  • Maintain system documentation, operational records, and support procedures.
  • Gather business requirements and document needs, translate operational issues, and coordinate testing and system releases. 
  • Ensure data integrity, structure, standards, and operational data quality within EMS and related systems.  Manage support requests, provide frontline operational support, and coordinate business systems issue resolution with users, vendors, and technical partners. 
  • Coordinate data validation, cleanup, reconciliation, and correction efforts.
  • Identify opportunities to improve business processes, workflows, and system adoption. 
  • Support user onboarding, systems navigation, training, and communication related to system updates and changes.

The Business Systems Administrator position is a non-merit, contract-covered position that is classified by the State of Iowa as a Management Analyst 3. This position is exempt per FLSA regulations.
