Data Analyst, Asset Management - (2200005L)

POSITION SUMMARY

Under general supervision, the Asset Management Data Analyst provides a range of analytical support to CTA’s enterprise-wide Asset Management Program. Combines analytical and data management techniques to provide meaningful insight to decision-makers charged with optimizing CTA’s allocation of resources to asset maintenance and replacement activities. The role works across multiple departments to ensure compliance with new federal Transit Asset Management requirements and to promote the overall State of Good Repair (SGR) of CTA’s asset base.

PRIMARY RESPONSIBILITIES

Develops, maintains, and analyzes asset management data sets, including asset inventory, condition, performance, and financial information.
  • Responsible for producing, populating, maintaining, and disseminating CTA’s Transit Asset Management (TAM) Asset Inventory for purposes of MAP-21 compliance and capital investment planning.
  • Works with subject matter experts in engineering and maintenance areas to collect, update, and standardize asset-related data.
  • Identifies and defines asset management data needs and develops plans and scopes of work to produce data and/or modify systems accordingly.
  • Performs field data collection and observations as required.

Provide analytical and report-writing support to all Transit Asset Management projects and initiatives, including but not limited to: annual Asset Inventory Module and Performance Target federal reporting, updates to CTA’s Enterprise Asset Management Plan, and ad-hoc analyses.

Coordinates with Performance Management Analysts and Data Scientists to stay abreast of up-to-date methods and available data sources. Integrates data from multiple sources and systems (including work order and financial systems) to inform continuous improvement initiatives and optimal resource allocations between and within asset maintenance and renewal activities.

Promotes the integration of asset management data between systems, processes, and departments, with particular near-term emphasis on:
  • Implementing consistent asset hierarchies to facilitate “roll-up” of cost, performance, and condition data.
  • Furthers developing spatial representation of CTA’s fixed asset base (e.g. GIS and linear asset management).
  • Linking asset condition and performance data to the capital programming process.
  • Inducting new assets into the maintenance program following capital project completion.

Supports the maintenance department functional analysts in establishing and analyzing asset and work order data in CTA’s enterprise asset management systems to facilitate improved asset management and reliability programs.

  • Synthesizing and contextualizing information sourced from multiple data systems involved with different asset classes and asset lifecycle phases with different data structures and levels of detail.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Planning, Business, Economics, Statistics, Information Systems, Computer Science, or other related degree with a strong analytical component, plus one (1) year of relevant experience, or an equivalent combination of education and experience related to the position.
  • Specific analytical and functional experience with Enterprise Asset Management or Work Order Systems (e.g. Infor, AssetWorks, Maximo) is desirable.
  • Experience at an organization that maintains a large asset base (such as a public utility, transportation provider, telecommunications provider, etc.) is desirable.
 

PHYSICAL DEMANDS

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity for working with computer keyboards.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
 

KNOWLEDGE, SKILLS, AND ABILITIES

  • General knowledge of the key phases and activities in a capital asset’s lifecycle, and data elements associated with major asset lifecycle phases.
  • General knowledge of transit system asset types and corresponding data elements a plus. Specific knowledge of the CTA service area and its asset base a strong plus.
  • Strong skills in summarizing and presenting analysis in both tabular and graphical formats.
  • Intermediate analytical and problem solving skills.
  • Intermediate skills using SQL to extract and analyze data from relational databases. 
  • Intermediate skills using mainstream tools such as Python, R, and PowerBI to perform business analysis and reporting.
  • Basic skills using geographic information systems (GIS) to perform spatial analysis and produce report visuals.
  • Ability to independently manage time and workload effectively. 
  • Ability to quickly learn new concepts, methods, and tools.
  • Ability to work in a complex public sector environment.
 

WORKING CONDITIONS

  • General office environment.
  • May be required to travel to field locations for special projects and off-site meetings.
