Financial Program Specialist - Urbandale, IA

Duties

  • Billing and collecting revenue from sources owing funds to an organization.
  • Analyzes and makes recommendations with respect to initiatives and issues related to accounting transactions and administration.
  • Develops and supports the procedural processing of financial transactions and administration of financial systems, including payroll, payment processing, customer local and TDY travel, billing and assessments of processes, methods, and procedures.
  • Develops and disseminates information in written or oral form to colleagues and customers concerning financial management and accounting systems.
  • Researches and analyzes financial data from various sources to assess the appropriate corrective action needed to resolved unusual or complicated issues.
  • Maintains up-to-date knowledge of policy, guidelines, or developments potentially affecting the assigned program(s).
  • Provides input or advice to financial analysts or other specialists.
  • Present financial and technical findings in a clear and concise manner.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including specialized experience and/or education) by the closing date of the announcement, as defined below:

For the GS-7 level: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that demonstrates: Applying knowledge of commonly used finance regulation to analyze financial transactions, verify proper authorizations, prepare financial reports, process and audit financial transactions, and/or identify processing issues for resolution. Typical experience at this level would be gained performing moderately complex financial processing and analysis for a financial program office or organization.

For the GS-9 level: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that demonstrates: Analyzing and evaluating changes in program plans and funding and their effect on budget program milestones, analyzing financial and budgetary actions, and/or responding to and resolving complex inquiries for a financial program office. Typical experience at this level would be gained as a Financial Specialist or similar position responsible for ensuring the accuracy and integrity of financial program operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

In lieu of experience you can also qualify based on education listed below:

For the GS-7 level: 1 Full year of graduate-level education or superior academic achievement (SAA)Superior Academic Achievement (S.A.A.) is a means of qualifying on the basis of education, if you are within the area of consideration as stated in the "Who May Be Considered" section of this announcement (first page). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of:
  • a. 3.0 or higher out of a possible 4.0 ('B' or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  • b. 3.5 or higher out of a possible 4.0 ('B+' or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies.

Note: One year of full-time graduate education is considered to be the number of credit/semester hours that the school attended has determined to represent 1 year of full-time study. If that information con not be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable is accordance with it relationship to a year of full-time study at the school attended.

For the GS-9 level: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
