JOB DESCRIPTION:

General Statement Of Duties: Develops, implements, supervises and evaluates the district recreation programs, events, and trips for all ages.  This position assumes final responsibility for all outcomes within the recreation programming department. Does related work within the Recreation Programming Department as required.

Distinguishing Features Of The Class: An employee in this classification is responsible for developing, implementing, supervising and evaluating all district recreation programs, events and trips. Such programs include youth and adult recreation classes, offsite trips, outdoor recreation, oversight of the Two50 youth center,  and specialty events. Work is performed under the general supervision of the Recreation Program Manager, who reviews work primarily based on results attained and on the accomplishment of outlined goals and objectives. Supervision is provided to a variety of staff including programming staff, trip leads, outdoor leaders, instructors, site coordinators, and program coordinators.

Examples Of Essential Duties Performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)

  • Supervise, develop, oversee, and evaluate new and ongoing district recreation programs to align with district community needs. Monitor fee schedules, evaluate programs and activities for participation, effectiveness, and safety.
  • Identify new programming opportunities and community partnerships to expand and improve program offerings to the community, as resources allow.
  • Provide excellent internal and external customer service, working collaboratively to create a positive experience for staff and community members through professional and courteous behavior and effective problem solving resolution.
  • Manage and assess the environment for risks, and correct potential hazardous conditions. Report all work-related employee and participant incidents, and community member incidents to ensure district safety, security and loss control standards.
  • Hire and orient department staff to the job expectations associated with being employed within the recreation programming department. Monitor hiring timelines to meet program start dates and retain necessary staffing levels.
  • Provide in depth training for program staff; may include collaborative offerings for division and district training development.
  • Work a flexible schedule, including weekends, evenings and on-call status as needed. Provide onsite supervision and program leadership as needed.
  • Represent Willamalane on community based committees, coalitions and or task and focus groups per the request and approval of the department manager.
  • Work with the Program Manager to develop recommendations for an annual budget. Review, monitor, and account for expenditures and revenues within budgetary constraints and cost recovery model.
  • Supervise direct reports including but not limited to: programming staff; trip leads; outdoor leaders; instructors; site coordinators; and program coordinators. Tasks may include assigning hours, evaluating performance, training, taking disciplinary action, and making hiring and termination decisions. Oversee the work of volunteers and contractors.
  • Ensure the compliance of district and department policies and procedures, internal processes, and Collective Bargaining Agreement. Manage contracts and memorandums of agreement with vendors as required.
  • Provide assistance to, and problem-solve with, staff and/or participants regarding program activities; respond to a variety of inquiries, problems, and/or complaints from program participants and the community.
  • Provide information to, and work collaboratively with, the community engagement department for program and activity publicity and information for program promotion.
  • Attend, participate in, and lead team meetings and team building opportunities, program orientations, and training, as required.
  • Participate and work with other recreational programs at community, regional, and state organizations to promote and coordinate comprehensive recreation programs.
  • Complete other job-related duties or tasks as required.

DESIRABLE QUALIFICATIONS:

Knowledge: An ideal candidate in this position will have knowledge and understanding of principle of supervision, leadership, personal and professional development and practices; knowledge of youth and adult recreation, principles of outdoor recreation, youth behavior management, climbing wall best practices, community relations, customer service, knowledge of evaluating and addressing associated risks inherent with industry.

Abilities: This position is required to communicate effectively, both internally and externally, with all ages; work independently with accountability; excellent written and verbal communication skills, establish and maintain positive work relationships with staff, volunteers, participants, community groups and the public; represent the District in a professional manner within the community. Attention to detail; ability to work a variety of shifts, length of shift and days of the week as event/programs require.

Skills: This position is expected to have effective written and verbal communication skills; established skills in change management and learning new systems and software; advanced skills using Google Workspace, Microsoft Office Suite, registration systems, and the internet. An ideal candidate for this position will have skills in objective staff and program evaluation, and in creating effective communication plans on a regular basis.

Required Experience And Training: Four-year college degree in parks and recreation, leisure services, or related field, and two years of progressively responsible experience in community recreation, education/programming, parks and recreation, outdoor recreation, or related area which includes working closely with the general public.      

Preferred Experience And Training: Certified Parks and Recreation Professional, and five years of progressively responsible experience working in public or private recreation and/or outdoor program administration.

Necessary Special Requirements: Possession of or ability to obtain a valid Oregon driver’s license, and other AFS/DHS required reporting requirements as defined on the Oregon Registry. 

Physical Requirements Of The Position:  While performing the duties of this position, the employee will frequently be required to sit for extended periods and occasionally bend and stand. The employee will be required to lift, carry, or manipulate objects such as office materials, boxes, and supplies weighing up to 40 pounds frequently. Manual dexterity and coordination, including grasping and squeezing, are required for the majority of the work period, including the extensive use of office equipment like a computer, telephone, writing utensils, etc. In performing the duties of this position, it is likely that the employee will be indoors for approximately 80% of the work period, and 20% of the work period seasonally outdoors.  Exposure to loud noise (above 70dB) is minimal, and never requires the use of ear protection. Hours/Shifts

This position works regular business hours, and may include evenings, weekends, and on-call status as needed.
