Job Summary:
The University Information and Technology (UIT ) and the Division of Extension and Engagement is seeking a salaried Academic Wage: Broadband and Digital Adoption Regional Coordinator . This is a part-time (0.50 FTE ), 12-month, fixed-term position. This position is anticipated to last approximately seven months.
Reporting to the Statewide Broadband and Digital Adoption Coordinator, this position works collaboratively with University Information and Technology (UIT ) and the Division of Extension and Engagement (Division) to establish and deliver programs that promote the extent of OSU’s impact on all Oregonians and Oregon communities by addressing three focus areas:
• Improve the availability and quality of broadband networks;
• Promote digital adoption through digital equity and inclusion programing; and
• Support and drive digital transformation enabling a more robust OSU non-credit learning environment.
This is a short-term position to support DE program development during temporary reassignment of duties for the Executive Director. This position will:
• Build partnerships, collaborate, and coordinate and track activities and policies related to broadband access, digital equity and inclusion.
• Develop genuine working relationships and collaborations with BIPOC and other underrepresented communities, other city/county agencies, schools, non-profits, and businesses to advance digital equity goals. This position will design and lead effective community engagement strategies promoting digital equity, literacy, and education across the state.
• Support the team and community members in planning, development, and implementation of digital equity programs including plans that outlines strategies, activities, deliverables, metrics, budgets and timelines for addressing digital inequities in local communities across the state.
• Identify and pursue new funding opportunities from state, federal, or private entities that promote digital equity and/or supplement the division’s budget to increase capacity for achieving its goals.
• Serve as an advisor to partners and external stakeholders on digital equity related policies, programs, opportunities, and challenges.
• Develop key messages and materials to introduce initiative activities, communicating key accomplishments.
• Represent Oregon State University and the Division of Extension & Engagement related to digital inclusion efforts at regional, state, and national forums.
Proactively securing and protecting OSU’s digital assets and information systems are crucial to our missions of teaching and learning, research, and extension and engagement. All OSU IT professionals are directly responsible for providing high quality and secure IT systems and services. Persons in technology roles are expected to be responsive to security related actions and requirements and to collaborate to find secure ways to support the OSU community. Active and effective communication with colleagues is critical to the success of this position; therefore, access to wireless services is necessary.

Key Responsibilities
This Statewide Broadband and Digital Adoption Coordinator embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed while fostering a welcoming and respectful workplace culture.
60% – Outreach and engagement
• Establish and maintain partnerships statewide around complex, multi-party, diverse stakeholder projects. Collaborate on local regional, statewide and national advocacy efforts on broadband access and digital equity issues.
• Provide guidance and consultation on broadband access, digital equity, technology training, workforce and community development with a technology focus.
• Develop and deliver K-12 STEAM outreach and engagement programming in-person and virtually. In-person events will require travel to the communities they’re serving.
• Engage with Tribal nations to achieve sustainable digital availability and adoption to meet their community needs.
20% – Technology and digital equity training
• Co-develop and provide trainings on digital equity, accessibility, cyber-security (online safety), and digital literacy both virtually and in-person to communities around the state.
• Train and support Digital Navigators and Volunteers to provide trainings to organizations, communities and individuals.
• Work with OSU UIT to produce technology training materials in multiple formats.
• Coordinate and run online and in person events.
• Facilitate online meetings, including coordination, scheduling, and moderation.
• Travel throughout the State of Oregon will be required to attend events and to deliver trainings to various communities.
10% Professional Development and Service
• Attend professional workshops and meetings to improve skills, expand knowledge, remain current with changing technology, and network with others in the profession.
• Engage in opportunities to contribute to and learn about diversity, equity, inclusion and social justice — and their implications for broadband access and digital equity.
• Provide service to OSU and the land grant system by working on unit, division, university, regional or national committees and projects, workshops, grants and events.
5% Research and Coordination
• Research current and future technology trends.
• Attend meetings and work with OSU UIT to understand, develop and implement IT guidance.
• Participate in regular meetings of administrators and support staff to provide guidance and how-to on technology tools and platforms.
5% – Other Duties
• Assist in communications and coordination when needed between OSU and the general public.
• Participate actively in the OSU UIT community.
• Promote OSU as an institution of higher education, research and engagement.
What You Will Need
• A Bachelor’s degree in Business, Information Science, Communication, Education, Leadership or related field with at least two years of professional experience in education, outreach, Information and Technology (IT) or the Telecommunications industry; OR an equivalent combination of education, training and professional experience.
• Strong technology and computer skills, with extensive experience using digital technologies.
• Demonstrable commitment to providing excellent customer service.
• Effective written and verbal communication skills, with experience communicating via phone, email, video conferencing and in person.
• Experience communicating clearly, logically, and persuasively to gain support from diverse stakeholders, communities and decision makers on social justice issues, preferably related to technology and digital equity.
• Experience exercising independent judgment, thinking strategically, problem-solving quickly and effectively, and taking initiative to meet organization’s mission and goals.
• Experience preparing and delivering presentations and trainings to diverse audiences of all ages and varying technical knowledge.
• Experience working with diverse populations, such as, BIPOC communities, youth, seniors, people with disabilities, rural and frontier communities. · Experience of successfully managing and completing multifaceted projects with diverse stakeholders to achieve stated goals and objectives in a timely manner.
• Demonstrated process-oriented approach to work, and an ability to bring clarity and direction to ambiguous assignments.
• Demonstrated ability to be collaborative and foster an inclusive community, and a welcoming and respectful workplace culture.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess, and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
What We Would Like You to Have
• Bilingual (English and Spanish) with written and verbal Spanish language proficiency.
• Experience using and supporting online technologies and platforms.
• Experience providing tech support for Windows and Apple desktop/laptop computers.
• Experience in one or more of these areas: digital equity and inclusion, education and training, community development, STEAM outreach and engagement, non-profit, and/or public private partnerships.
• Experience researching, planning, and implementing public information, awareness, and education programs to build and maintain public awareness of mission and goals, relevant laws, regulations, ordinances, policies and procedures.
• Experience planning, coordinating, and running events.
• Experience coalition building with BICOP and historically marginalized/under-represented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross culturally.
• Experience engaging and collaborating with tribal communities.
• Familiarity with digital equity strategies and programs, and understanding of the dynamics and roles played by key entities in digital equity work in communities.
• Geographic Information System (GIS ) and mapping experience.
• Experience with data processing, analytics and how to use data to tell a story.
• Experience with grant writing.
Working Conditions / Work Schedule
• This position is a remote position working with OSU on a flexible work schedule. An OSU Flexible Work Arrangement
• Agreement will be established. This position will receive pre-determined periodic reviews of on-going work for continuation of the agreement.
• This position requires in-state travel to attend events and delivery trainings to various communities.
