Position Specific Summary
The Transit Services Manager position at the City of Tucson’s Department of Transportation & Mobility is responsible for overseeing the planning, coordination and management of public transit service to ensure the health and safety of the community throughout the city.
Work is performed under the supervision of the Transportation Administrator. This position exercises supervision over transit division personnel.
Duties and Responsibilities
Oversees the daily operations of transit services to ensure efficiency, safety, and compliance with regulations. Develops and implements tools for monitoring and maintaining compliance with transit regulations and standards. Manages several complex contracts, ensuring all aspects align with operational needs and regulatory requirements.
Provides direction and guidance regarding intergovernmental agreements (IGAs), the Transit Asset Management (TAM) Plan, and other compliance areas. Develops initiatives to improve customer satisfaction and the rider experience. Analyzes customer needs to guide service improvements.
Manages and oversees the capital and operating budgets for transit services, exceeding set thresholds. Reviews, approves, and tracks transit-related expenditures to ensure alignment with financial objectives. Analyzes past budgets and performance data for accurate forecasting.
Supervises direct reports and provides leadership to ensure team alignment with department goals. Establishes performance standards, assesses performance, counsels and evaluates the performance of assigned personnels. Leads initiatives to enhance staff effectiveness and professional development. Participates in hiring and selection process as needed.
Reviews and approves planning documents to ensure consistency with departmental objectives. Ensures compliance oversight for all Federal Transit Administration (FTA) audits and reviews related to fixed-route buses, ADA paratransit services, and modern streetcar operations.
Performs other duties and tasks as assigned.

Mostly office environment.

MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in related field
Experience: Five (5) years of directly related experience
Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
Preferred Qualifications
Degree in in Planning, Public Administration, Business Management or closely related field.
Experience in a Transit or Transportation related field.
Experience overseeing complex, multi-faceted contracts and ensuring deliverables align with organizational and regulatory requirements.
Experience managing large-scale budgets, including capital and operating expenditures.
Experience drafting and implementing operational policies and procedures.
