Data Operations Analyst

The Utah Department of Commerce is seeking a highly organized and detail-oriented Data Operations Analyst to join our team.

**This position requires on-site work for the first 6-12 months to facilitate training and team integration. Following this period, the opportunity for a hybrid work schedule may be explored, subject to role and agency requirements.

ROLES AND RESPONSIBILITIES:

In this position, you will need to be a highly organized and detail-oriented Data Operations Analyst with a strong understanding of data concepts and familiarity with Google Cloud Platform (GCP) to join our team. In this role, you will be instrumental in bridging the gap between our Project Manager, Sr. Data Engineer, and various business divisions as we enhance our data literacy, and integrate multiple data APIs and systems into our GCP environment, in an agile working environment. You'll work closely with our data team in playing a key role in systemizing our data workflows. This position requires a strong understanding of business processes, a love for technology, a passion for problem-solving, excellent communication skills, and the ability to collaborate effectively with multiple stakeholders. You will play a crucial role in empowering end-users to leverage data effectively, manage data access and permissions, and contribute to the development of a robust data ecosystem. 

Your roles and responsibilities will include but not be limited to the following: 

  • Data Literacy & Support: Provide support and guidance to business users on data access, interpretation, and utilization. Provide hands-on support and development using low-code/no-code platforms to facilitate solutions that address business needs.
  • Technical Liaison: Serve as a liaison between business users and data engineering teams for our core technology platforms. This involves triaging support requests, escalating issues, and ensuring timely resolution. Translate technical jargon into understandable language for non-technical users and vice-versa.
  • GCP Operations Support: Assist with basic GCP administration tasks, such as administering user access and permissions to data and reporting tools, following established protocols and security guidelines.
  • Internal Systems Product Ownership: Work with our Project Manager as point of contact for our technology solutions by gathering requirements for the what and why of a solution, assisting with product roadmaps, and ensuring data systems align with business goals, to meet the evolving needs of the business.
  • Project Collaboration: Work closely with the Project Manager and Sr. Data Engineer to define project scope, timelines, and resources related to data initiatives within larger technology projects. Contribute to project planning, execution, and reporting within an agile environment.
  • Training & Documentation: Develop and deliver training materials and documentation for data access, reporting tools, and internal systems to empower employees to use these tools effectively.
  • Internal Data Support: Provide support and guidance to internal teams on how to access and utilize data effectively. Answer queries and troubleshoot data-related issues.
  • Process Improvement: Identify opportunities to streamline processes and improve efficiency through data-driven solutions and process optimization.
  • Collaboration: Work closely with various departments, including IT, business analysts, end-users, and the Project Manager and Sr. Data Engineer, to understand their needs and develop solutions that meet those needs.
  • Stay Current: Stay up-to-date with the latest trends and best practices in data analysis, data management, and related technologies.
  • Continuous Learning: Stay up-to-date with the latest data analysis techniques, GCP services, and reporting tools.

MINIMUM REQUIREMENTS

  • Three years or more of professional experience performing data analysis, data manipulation, or data system administration or equivalent education, bachelor’s degree in business analytics, computer science information systems, business administration or related degree (may include mathematics, statistics, economics, engineering, physics, or data science). To be qualified, your experience/education must include demonstrated proficiency in at least two of the following:
    • SQL querying and data extraction
    • Data visualization and reporting (e.g., Tableau, Power BI)
    • Data quality assurance and validation
    • Data system troubleshooting and maintenance
    • Data pipeline management
  • Demonstrated knowledge of cloud computing principles.
  • Proficiency in using common data analysis tools (e.g., Excel, Google Sheets, R, etc.).
  • Experience providing end-user support and training.

PREFERRED

Experience with Google Cloud Platform (GCP) services, particularly user access management and data-related tools.

Advanced experience with SQL and database concepts. Examples include, but are not limited to, experience with: solving complex data problems using SQL, designing and maintaining efficient and reliable databases, and optimizing database performance. 

Advanced experience with data visualization or reporting tools (e.g., Looker Studio, Tableau, Power BI).  Examples include, but are not limited to, experience with: translating complex data into clear and impactful visual stories, designing and building interactive dashboards that empower users to explore data, leverage advanced visualization techniques to uncover hidden insights.

Experience in gathering business requirements and translating them into technical solutions.

Experience working in an agile project management environment.

Experience creating technical documentation and training materials.

Familiarity with data governance and data quality principles.

Experience participating in product roadmap planning.

Experience with ticketing systems such as Jira, or similar platforms.

Experience with internal systems product ownership.

Qualifications:

 

Strong understanding of business processes and requirements gathering.

Excellent communication, interpersonal, and presentation (including verbal and written) skills.

Ability to translate technical concepts into non-technical language.

Strong analytical, troubleshooting, and problem-solving skills.

Experience in agile methodologies is a plus, as well as a demonstrated ability to work within project frameworks.

A passion for empowering others through technology and a data-driven culture.

Ability to work collaboratively in a team environment.

A degree in Information Systems, Data Science, or a related field is a plus.
