PAY AND BENEFITS

 

Annual Pay Range: $75,798.22 - $96,124.29

 

Hourly Pay Range: $36.441450 - $46.213599

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas County's Department of Finance seeks a highly motivated, detail-oriented accounting professional to join our Financial Accounting & Reporting program as an Accountant 2. This position will perform full-service accounting duties.

 

This role requires strong communication and customer service skills, along with excellent accounting skills. Other regular duties include meeting with customer departments, advising on appropriate accounting transactions or compliance with accounting policies, general ledger journal entries, recordkeeping, various federal or state financial reports, draws or billings, audit work-paper preparation, and various compliance tasks such as review and verification.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of four (4) years of relevant experience with government accounting or fiscal management. Any combination of relevant education and/or training in a relevant discipline that would likely provide the required knowledge and skills, may substitute for up to two (2) years of the required years of experience.

• Experience using accounting software programs in an integrated Financial Management Information System, preferably recent PeopleSoft financial applications experience

• Knowledge of Generally Accepted Accounting Principles (GAAP)

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• A Bachelor's degree in Accounting from an accredited business college or university

• Experience in government accounting

• Experience ensuring compliance with contracts and/or grant requirements

• Knowledge of Governmental Accounting Standards (GASB)

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Performs a full range of operational functions, including accounts payable, accounts receivable, grants management, contract fiscal oversight, auditing, purchasing, payroll, general ledger, etc.; performs account reconciliations, initiates corrections, and makes adjusting journal entries; prepares supporting work papers, cash balances, proofs, and schedules.

• Analyzes and interprets financial and other information for management; presents information through reports, spreadsheets, and summaries; proposes solutions consistent with available funds, policies, procedures, and Generally Accepted Accounting Practices (GAAP); participates in the preparation of required annual financial statements; assists in the preparation of annual operating budgets; ensures selected general ledger accounts and annual reports accurately reflect the financial position of assigned work function or program.

• Applies laws, rules, regulations, and fiscal policies and procedures to assigned work functions, programs, and/or grants; in coordination with an Accountant, Senior or County Finance, monitors and makes adjustments to fiscal systems.

• Performs and analyzes various financial transactions to determine and initiate appropriate action; recommends and assists in implementing new or revised systems, policies, and procedures.

• Analyzes and monitors grants for compliance with varying state and federal rules and regulations; researches OMB Circulars and Code of Federal Regulations for applicable information; assists with the preparation of sub-recipient agreements and monitors sub-recipients fiscal compliance; initiates corrections and makes adjusting entries; prepares reimbursement requests; determines proper coding; processes payments to contractors/vendors; tracks funding sources; prepares monthly/quarterly/annual financial reports and performance reports.

• Analyzes data and prepares detailed financial reports, statements and projections to assist in the development of budgets and for budget monitoring and/or auditing; monitors expenditures to assure budget compliance; prepares budget submission forms; prepares and reviews complex documentation for interagency and intergovernmental services, expenditures and bills.

• Assists with internal and external audits/reviews to ensure compliance with required County, State, Federal, or grant program procedures and requirements; examines, analyzes, and verifies documents to ensure adherence to established controls and accepted professional standards; participates in audit resolution.

• May coordinate and review the work of lower-level professional and paraprofessional accounting staff.

• Respond as directed to auditors and other external organizations' information requests; present work products to management and external parties.

 

WORK SCHEDULE

 

This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
